The Housing Choice Voucher program is a federal government program for assisting low-income families, the elderly and the disabled to afford decent, safe, and sanitary housing in the private market. Since housing assistance is provided on behalf of the family or individual, participants are able to find their own housing, including single-family homes, townhouses and apartments.

Waiting List Lottery

Information and Instructions

The CHA plans to create a new waiting list for the Housing Choice Voucher Program through the use of a lottery system.  The following guidelines will be followed in the acceptance of Preliminary Applications for the lottery system and the ultimate creation of the waiting list. 

 

You may apply online from any location that has internet access including your smartphone.  You do not have to come into the Chattanooga Housing Authority to apply. 

 

The CHA will make available the online Preliminary Application on Monday, July 15, 2024 at 9:01 am EST (Eastern Standard Time).  Applications will be accepted through Tuesday, July 15, 2024 at 8:59 AM EST.  The link to the online Preliminary Application will be available on the CHA’s website at www.chahousing.org.  PAPER APPLICATIONS WILL NOT BE AVAILABLE AND WILL NOT BE ACCEPTED.  WE ARE ONLY ACCEPTING ONLINE APPLICATIONS. 

There will be computers and assistance available at the Chattanooga Housing Authority office located at 801 N Holtzclaw Avenue from 9:01 am EST to 6:00 pm EST on Monday, July 15, 2024.  Also, below is a listing of a few of the many public facilities where computer access is available: 

  • Public Library @ the following locations: (If you have a library card there is free computer access.  If you do not have a library card, there is a $1 fee for use of the computer) 

  1. Northgate Library, 278 Northgate Mall Drive, Chattanooga, TN 37415

  2. South Chattanooga Library, 925 West 39th Street, Chattanooga, TN 37410

  3. Downtown Library, 1001 Broad Street, Chattanooga, TN 37402

  4. Eastgate Library, 5705 Marlin Road, Chattanooga, TN 37411

  5. Avondale Library, 1305 Dodson Avenue, Chattanooga. TN 37406

  • The Chattanooga Housing Authority located at 801 N Holtzclaw Avenue, Chattanooga, TN 37404; Monday, July 15, 2024; 9:01 am – 6:00 pm EST

 

With this type of lottery system, the order of the application on the waiting list will be determined by random selection through 3rd party software.  Once sorting has been completed, the applicants who have randomly been assigned numbers 1 - 1,500 will be placed on the HCVP waiting list.  The remaining applications will be discarded.  Those who are not placed on the waiting list will need to re-apply to our waiting list once we begin accepting new applications again.  To check your application or update your contact information, any time after Wednesday, July 17, 2024 @ 12:00 pm you can go to our website at www.chahousing.org and follow the link to log in to your Applicant Portal. 

 

 

Note:  Any changes in your mailing or email address after submission of preliminary application must be submitted through the Applicant Portal.  Any time after Wednesday, July 17, 2024 @ 12:00 pm you can go to our website at www.chahousing.org and follow the link to log in to your Applicant Portal to make those changes. 

 

If at the time that your application is processed for a voucher invitation you have not updated your address and you miss both scheduled appointments for this reason, your waiting list application will be withdrawn.  Make sure to update your changed address as soon as you move to prevent your application from being withdrawn. 

 

Each applicant may submit only ONE Preliminary Application for the CHA’s lottery.  If the CHA receives more than one Preliminary Application for an applicant, then that applicant will be disqualified from participation in the lottery.

 

Please keep in mind that if you reside outside of Hamilton County, Tennessee at the time of waiting list application, you must use the voucher in Hamilton County, Tennessee for the first year before you can take it outside of our jurisdiction.  If you reside in Hamilton County, Tennessee at the time of waiting list application but move outside our jurisdiction, you can use that voucher outside our jurisdiction at the point of voucher issuance.
